A little small for younger babies

My 2.5 year old LOVES this toy but my 9 month old seems to only think of it as a teething toy so far- she chews on the little colored "nails" As this toy is geared towards younger children, I think I would like it better if the pieces were a bit larger- I get a bit nervous letting her play with it as it is with them so small. The "nails" fit in her hands well but they are about the size of a D battery, maybe a little slimmer. My 2.5 year old played with this toy for a good while though so it'd be a great toy that will grow with the child, that is, if you don't loose the small pieces. I like how the rubber stops help keep the pieces inside the stand so he can just flip the stand and start over again without having to replace all the "nails".
